Rural Community Agency in Cameroon: Interactions with Forest Policies and the REDD+ Climate Change Regime

Community forestry around the world has demonstrated its potential for implementing Reducing Emissions from Deforestation and Degradation (REDD+) climate change program. Secure tenure rights access to rule-making are known as contributing successful community outcomes. Still, effects of different aspects rural ‘community agency’ not well established. We investigate forest governance conflicts relationships between agency under REDD+ program in two communities—the villages Fabe Mosongiseli—near southern portion Korup National Park Cameroon. Using data a survey instrument interviews, we analyze, using “agency theory”, concept according dimensions attitudes, understandings, empowerment communities relation REDD+. Our findings indicate variety power relations (e.g., on communities’ use management their lands) existential threats within violation free, prior, informed consent). The results also show that both share many patterns diversity integration similar extent. Although there is no definitive distinction communities, suggest some differences exist degree integration. Understanding describing nature comprises an important component begin appreciation user group characteristics these relate when implemented. implication this study may increase villagers’ perception costs losing lands formed by experiences with current restrictions lands.
